Text and history of HB 39
The PA cruelty law revision received a concurring vote in the House to the Senate amendments and is on its way to the Governor for signature. The amended bill no longer requires exhibitors to carry certificates of ear cropping when dogs are shown, permits dew claw removal and tail docking by breeders for puppies up to five days old, requires documentation of surgeries only while the incision or wound is unhealed, and specifies the content of the records required.
